The Committee notes the information and statistics provided by the Government concerning Article 9 of the Convention on statistics of average earnings. It notes in this regard that statistics on average monthly hours actually worked by employees, by branch of economic activity, and statistics on average monthly earnings by branch of economic activity and by occupation, were communicated to the ILO Department of Statistics.

Articles 6 and 7. Statistics of the economically active population, employment and unemployment. The Government provides in its report information on the definitions of the economically active population, employment and underemployment. The Committee notes that, according to the information available to the ILO Department of Statistics, a labour force survey was started in 2012. Employment, unemployment and labour force statistics are compiled using the Labour-related Establishment Survey, labour resources estimates and employment office records. Statistics continue to be submitted to the ILO. The latest figures for Belarus available through the ILOSTAT website relate to 2013. The Committee requests that the Government provide information on the sources of data used to communicate statistics to the ILO. It also invites the Government to include information on any developments towards the implementation of the Resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

Article 8. Statistics of the structure and distribution of the economically active population. The Committee notes that statistics on the structure and distribution of the economically active population are derived from the labour force survey. It also notes that methodological information relating to the 2011 population census has been supplied to the ILO Department of Statistics. The Committee requests that the Government provide information on its plans for conducting the next round of the population census.

Article 10. Statistics of wage structure and distribution. The Committee notes that no information was provided by the Government in relation to this provision. It notes however that statistics concerning the distribution of employees by gross wages and salaries are derived from a state statistical survey, the most recent of which was carried out in November 2014, with data disaggregated by branch of economic activity, region and for the capital. The Committee requests that the Government communicate to the ILO the latest information confirming the application of Article 10 as soon as possible as well as relevant methodology available (Article 6).

The Committee notes the following information concerning Articles of Part II, the obligations under which the Government has not accepted (Article 16(4)).

Article 11. Statistics of labour cost. The Government provides in its report a table showing the structure of labour costs and indicating that labour cost statistics are compiled every two years, which conforms with ILO guidelines concerning labour cost statistics. The Committee notes that statistics of average hourly labour cost by economic activity produced from an establishment survey are communicated to the ILO Department of Statistics for dissemination through ILOSTAT, with the latest data referring to 2012. The Committee invites the Government to communicate to the ILO statistics of average labour costs as soon as they become available.

Article 12. Consumer price indices. The Government indicates that it submitted annual changes in the Consumer Price Index, by major Classification of Individual Consumption According to Purpose (COICOP) expenditure group, for the period 2009–14, and states that these statistics are published in the publication Social Conditions and Standard of Living in the Republic of Belarus. The Committee refers to its previous comment and invites the Government to consider accepting the obligations under this Article.

Article 13. Statistics of household income and expenditure. The Government indicates that statistics on household income and expenditure are derived from an ongoing sample household survey that has been conducted since 1995. These statistics are representative of the country as a whole. The Committee invites the Government to continue to supply statistics of household income and expenditure and to consider accepting the obligations under this Article.

Article 14. Statistics on occupational injuries. The Government indicates that statistics on occupational injuries are published in an annual compilation of the National Statistical Committee of Belarus. The Committee notes that statistics on occupational injuries derived from a labour-related establishment survey are regularly submitted to the ILO Department of Statistics. The Committee invites the Government to continue to supply these statistics and to consider accepting the obligations under this Article.

Article 15. Statistics of industrial disputes. The Committee notes the information on conciliation and arbitration procedures for collective labour disputes. The Government indicates that the Department of State Labour Inspection of the Ministry of Labour and Social Protection maintains a record of cases of collective labour disputes and labour dispute arbitration procedures. The Committee notes the labour dispute statistics for 2011–13 included in the report. The Committee invites the Government to continue to supply statistics of industrial disputes and to consider accepting the obligations under this Article.
