The Committee notes the information contained in the Government’s first report which covers the period to September 1999. It hopes that the draft Code of Social Protection will be adopted in the near future and that it will take into account the following points. Please supply a copy of the Code once it is adopted.
Article 1(1) of the Convention. The Government states that section 100 does not include mental impairment in the definition of disability, as required under Article 1. Please provide information on what provisions exist to ensure that persons with mental disabilities are included within the policies and programmes to aid persons with disabilities.
Article 2. Please supply particulars of the national programme and the national policy pertaining to persons with disabilities as well as information on how it is kept under periodic review.
Article 4. The Government states in its report that it is still working on the provisions in the draft Code pertaining to equality of treatment as between persons with disabilities and workers generally, and between disabled men and women. Please provide further information on the measures taken to give effect to this provision.
Article 5. The Government states that organizations of people with disabilities are consulted. Please provide information on the manner in which representatives of people with disabilities are consulted. The Government does not mention consultations with employers’ and workers’ representatives. Please provide further information on what measures exist or are envisaged to ensure consultations with organizations of workers and employers.
Article 7. The Committee requests further information on progress made in extending rehabilitation and re-adaptation services to all people with disabilities.
Article 8. The Government states that centres for re-adaptation for the physically disabled are located in Bamako, Ségou and Gao. Please provide further information on measures taken to provide services to rural areas, such as mobile rehabilitation units.
Article 9. Please provide information on what measures exist to ensure the training and availability of rehabilitation counsellors and other suitably qualified staff responsible for the vocational guidance, vocational training, placement and employment of disabled persons.
Part V of the report form. Please provide information on the application of the Convention in practice, particularly concerning the outcome of programmes designed to promote employment and integration into the open labour market. Any statistics or extracts of evaluations or reports would be appreciated.
The Committee invites the Government to seek assistance from the Office, if needed.
