The Committee notes that the Ministry of Labour and Social Security, by Decree No. 29220-MTSS of 30 October 2000, has adopted the Regulations concerning the hiring and conditions of occupational health of adolescents. It further notes that, under section 5(m) of the Regulations, the work of persons of 15-18 years of age on the high seas is prohibited. The Committee recalls that, for the purposes of the Convention the term "vessel" includes all ships and boats of any nature whatsoever, engaged in maritime navigation, whether publicly or privately owned, excluding ships of war. It would be grateful if the Government would clarify whether the employment of such persons is permitted on vessels engaged in coastal navigation. Please also provide a sample of the medical certificate.
The Committee notes the information provided in the Government's first report. It would be grateful if the Government would indicate what provisions of national law prohibit the employment of young persons over 15 years and below 18 years of age on any vessel, other than vessels upon which only members of the same family are employed, unless a medical certificate is produced attesting fitness for such work, signed by a doctor approved by the competent authority, as required by Article 2 of the Convention.
