The Committee last examined this case, which concerns the annulment of an interim increase for public servants decided by a previous government just before a general election, and the failure to apply an agreement on various working conditions in a state-owned sugar milling enterprise, at its November 2002 meeting. It noted that a satisfactory agreement had been concluded in the sugar enterprise and requested the Government to inform it of the final decision concerning the pay claim [see 329th Report, paras. 76-79].
- 127. In a communication dated 31 December 2002, the Government states that a review conducted by the Pay Research Bureau (PRB) should be completed by June 2003. In addition to the salary compensation, already mentioned, granted to all workers in July 2002, the Government agreed to grant, with effect from January 2003, an allowance to primary-school teachers, who constitute a significant percentage of public officers. A meeting was also held on 23 December 2002 between authorities and representatives of all the federations of public officers, where the Government proposed a special allowance (5 per cent of basic monthly salary, up to a maximum of rs.750) to all public officers, except those who have already benefited from an allowance. Such advance is an interim increase pending the report of the PRB. The Government considers that the matter at issue is being progressively and appropriately addressed.
- 128. Noting with interest this resuming of social dialogue and collective bargaining, the Committee requests the Government to keep it informed of developments once the final decision is made.
