Effect given to the recommendations of the Committee and the Governing Body
  1. 16. The Committee last examined this case at its November 2012 meeting [see 365th Report, paras 14–16]. On that occasion, the Committee asked the Government to provide information on the situation of certain union officials from the National Autonomous Union of Public Administration Personnel (SNAPAP). It was awaiting information from the Government on the outcome of the appeal lodged as part of the case concerning Mr Mourad Tchikou (Vice-President of the UNPC–SNAPAP and civil protection agent), as well as the situation concerning Mr Sadou Saddek (Secretary-General of the trade union section of SNAPAP in Béjaia prefecture), particularly on whether he has taken up his new post following his return from sick leave.
  2. 17. In communications dated 16 February and 7 March 2016, the Government indicates that SNAPAP held its seventh meeting from 12 to 14 January 2016 and re-elected Mr Felfoul as Secretary-General. As Mr Felfoul confirmed that no member of his trade union has been arrested or transferred by the public authorities, the Government asks that the Committee consider the present case closed. The Committee takes note of this information. However, in order to close the present case, the Committee requests the Government to provide without delay the information it has long requested on the current professional situations of Mr Mourad Tchikou and Mr Sadou Saddek, particularly to specify whether they remain in the public service and whether they carry out trade union activities. The Committee also urges the Government to inform it of the outcome of the appeal in the case concerning Mr Tchikou.
