Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Committee notes the information provided by the Government in reply to its previous comments and notes that the ILO Department of Statistics receives statistics on the labour force, employment, unemployment, and time-related underemployment, from the State Statistics Service of Ukraine via the ILO’s annual questionnaire on labour statistics. Statistics submitted are derived from the Sample Survey of the Population (households) on Economic Activity. The Committee further notes that no new information has been provided in the Government’s report with respect to Article 8 of the Convention. According to information available to the ILO Department of Statistics, data on the economically active population derived from population censuses are regularly compiled and collected. No data from the 2012 population census has been provided to the ILO, and the most recent data supplied pertain to 2001. The Committee requests that the Government supply data and information on the 2012 population census and its results, as well on any plans for conducting the next round of the population census. It also requests the Government to provide information on any developments in relation to the implementation of the Resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).
Article 9. Current statistics of average earnings and hours of work. Statistics of time rates of wages and normal hours of works. The Committee notes that no new information was provided in the Government’s report with respect to Article 9(1). According to the information available to the ILO Department of Statistics, current statistics on average monthly earnings and monthly hours of work (hours actually worked and usually worked) continue to be compiled from the labour survey – Sample Survey of the Population (households) on Economic Activity. With respect to Article 9(2), the Government indicates that information on hourly wages of regular workers by type of economic activity for all job categories for 2010–14 is attached to its report. The Committee notes however that the attachment was not received. The Committee requests that the Government provide additional information on the methods of data collection and recent statistics on time rates of wages and normal hours of work (Article 9(2)), in conformity with Articles 5 and 6. It also once again requests that the Government indicate whether it envisages taking steps to carry out a survey to collect time rates of wages and normal hours of work covering important occupations or groups of occupations in important branches of economic activity. The Government is also requested to continue to provide updated information on current statistics on average earning and hours of work (Article 9(1)).
Article 16. Acceptance of obligations. The Committee notes the information concerning subjects covered by Part II of the Convention in respect of which the Government has not accepted the obligations of the Convention (Article 16(4)). In this regard, the Committee notes with interest the information provided on the application of Articles 11–15. Referring to its previous comments, the Committee invites the Government to consider the possibility of accepting the obligations under Articles 11–15, in accordance with Article 16(3). The Committee invites the Government to provide information in this regard. It also invites the Government to continue to provide updated information and statistics referred to under Articles 11–15 of the Convention.
