Articles 1, 3 and 6 of the Convention. Contribution of the employment service to employment promotion. Activities of the employment service. The Committee notes the information provided by the Government in its report indicating that, in 2012, the National Employment Agency modernized its electronic portal, which coordinates labour supply and demand, and also promotes the use of employment services. The Government indicates that three labour market information centres have been established in the municipalities of Belts, Cahul and Chisinau. It adds that the National Employment Agency has set up a call centre to provide users with information on the labour market. In addition, a national project, the “Jobseekers Club”, has been launched to provide information, vocational guidance and psychological support for the long-term unemployed. The Committee notes that the National Employment Agency conducts annual surveys among economic agents to better determine labour market demands. The Committee requests the Government to provide information on the impact of the measures taken by the National Employment Agency to promote employment within the framework of its active employment policy. Please include disaggregated information on users of employment services, including data on the number who find employment.
Article 7. Specialized services for youth and people with disabilities. The Committee notes the special measures taken to disseminate labour market information among young people, including the creation of a Labour Market Information Centre in Chisinau and vocational guidance and employment centres attached to higher education institutions. It also notes that, according to the statistics, the majority of young people with good career prospects encounter difficulties in finding employment. The Government indicates that the National Employment Agency, together with central and local public authorities and the social partners, is planning to develop employment programmes for persons with disabilities. Specialists from the National Employment Agency receive training from organizations involved in the social integration of persons with disabilities. The Government reports that, in 2013, employment agencies registered 565 persons with disabilities, which represents an increase of 70 persons in relation to 2012. In 2013, 1,076 persons with disabilities benefited from labour mediation and career counselling, which was three times more than in 2012. The Committee refers to its 2014 comments on the Employment Policy Convention, 1964 (No. 122), and requests the Government to provide information on the impact of the activities carried out by the National Employment Agency to promote lasting employment opportunities for young workers. The Committee also requests the Government to provide information on the impact of the measures adopted to assist persons with disabilities to find suitable employment in the open labour market.
